This endorsement is optional. A NEO learner can pass the IGCSE without it. For learners with EBSNA / SEMH backgrounds, the endorsement should be entered only when the learner is genuinely ready — and the assessment can take the form of a small-group dialogue or interview rather than a formal speech.
